editI just ran across this article, and was surprised to find that something in this condition had been on WP this long. It's been almost unchanged for two years (and the quality wasn't good to start with).
For instance, the sole reference for the article—Towards a National Sports Tourism Strategy—doesn't contain anything that's actually covered in this article. Instead, it's a draft proposal on improving the sales & marketing of sports tourism in Australia.

I've seen no reason to not suspect that other paragraphs in this article have been lifted from other sources in the same fashion.
Overall, it looked like someone's school essay, particularly given the lack of references, wikilinks, and wikimarkup. Consequently, I've stubbed it down & tagged it.
