Those who favor laws that segregate people by race, and/or who oppose civil rights legislation that reduces that discrimination, are by definition racist. Such was the case of the Boll Weevil Democrats, on both counts. Perhaps they did not use that word to describe themselves (that'd be "racialism," or "playing the race card," in their eyes), but as objective encyclopedia-article writers in the 21st century, this is the correct discourse.
