This article from the NY Times dated June 30th, 1999 also states that the area code goes into effect "tomorrow". http://query.nytimes.com/gst/fullpage.html?res=9E03E5DF163DF933A05755C0A96F958260

646 was proposed as early as 1997 and was in the news, so the Seinfeld writers decided to use it in a plot in 1998 since they couldn't wait until the area code actually started as there wouldn't be a show anymore. --BOARshevik (talk) 05:59, 2 April 2008 (UTC)Reply
