Phrastus of Elinhir is an Imperial scholar best known for the many books he has published on the Daedra and various other topics, and his questions-and-answers sessions he has with various others interested in the history and lore of Tamriel.
He is a bitter rival of Lady Cinnabar of Taneth, another fellow scholar. They both can be found in the Imperial City Sewers.

- Unlike his rival, Phrastus is a strong believer in the concept of The Towers. He says that tampering with the Tel Var Stones may well result in the destruction of Mundus, as they have a strong connection to the White-Gold Tower.
