Chikao Ōtsuka (大塚 周夫 Ōtsuka Chikao, July 5, 1929 – January 15, 2015) was a Japanese voice actor.
With over 60 years in the industry, he was a veteran seiyu. He was best known roles include Tao Pai Pai in Dragon Ball, Gol D. Roger in One Piece, Sir Arthur Hellsing in Hellsing and Goemon Ishikawa XIII in the first Lupin the 3rd series. He's also known in video games as the voice of Doctor Eggman in the Sonic the Hedgehog series and Wario. He was affiliated with Aoni Production at the time of his death.
He was the father of fellow seiyū Akio Ōtsuka.
Ōtsuka died from ischemic heart failure at the age of 85 on January 15, 2015.
