When was it stated that Miles became the mayor? I know that TR implies that Rose died, but that's never stated, nor is it stated that Miles is the new mayor. I don't think we should be adding stuff like this until DTL4 or Joe confirms that rose is dead/miles is mayor of WS. Otherwise, it should be relegated to trivia, with "..., though this is currently speculation" or "It is possible that..." appended to it.

While not directly stated it is heavily implied to be the case since Butler is Miles' only guardian and Miles is the mayor since his level is called Mayoral Exhibition. If not dead she is at the very least in a coma or something. Miles' is sad all the time and Jowee says "Hey wapo, Rose would be proud of you!" implying her death. So at the very least Miles is the mayor.
I have to agree with Guy here. If it isn't something that is directly stated/known as a fact, we shouldn't treat it as fact.
While the series does tend to heavily imply things often, fan interpretations have been wrong before (like how many of us thought the raposa weren't real/died). So it's best to mention the possibility of Rose's death without claiming it's fact.
I admit I'm not very familiar with TR, but while all of these things could easily imply something happening to Rose, it could also potentially be something else. Such as Rose staying in Watersong to take care of things there, while sending Miles to do district work as part of his training to become Mayor. And figuring how attached he is to his mom and the implications of him becoming Mayor soon (Rose dying when passing the power of song), it'd be understandable for Miles to be upset in this scenario.
So while this could imply MANY things (most of them involving something happening to Rose in the past/future), there's no evidence afaik that Rose is currently dead or alive. And her status should probably be changed to "unknown" to reflect this. Especially considering the possible implications of her potential death.
