Player's Handbook Races: Dragonborn is a 4th edition Dungeons & Dragons rules supplement published in January 2010.

The book presents new options for the dragonborn race, including backgrounds, feats, paragon paths, and an epic destiny, as well as magic items associated with dragonborns.  It also has information on the culture and history of the dragonborn, including the empire of Arkhosia.
