Red-Eye is the second-in-command of Mat Parallax's evil photo development empire, his employees are mostly women which he tends to punish by erasing their minds when he catches them asleep on the job. He captures Dexter and tries to encase him in a photograph, but the tables are turned when Dexter deflects the beam back at him trapping inside the photo. He was voiced by Jim Cummings.
He's a parody of the James Bond villains Ernst Stavro Blofeld and Emilio Largo.
