Ata is a Marten Celtor NPC that sells Sparks for 350 Notes each.
She wears what appears to be a darkened version of the Corsair Outlaw outfit.
Although she says she knows you, this is likely an attempt to scam you. Further evidenced by the fact that she weaponizes your empathy against you, eventually making you accept her high prices. Despite that, you'd still buy from her anyways, right? She's your friend after all.
