Tobias Whale was a crimelord and underboss for the Black Mask mob.
History
While he was delivering a flashdrive containing evidence to extensive political corruption, his transport was raided by Task Force X of the United States government. During the raid, Whale was killed in a confrontation with the task force operatives.[1]

- This version of the character is exclusive to the continuity of the DC Animated Movie Universe and is an adaptation of Tobias Whale. The original character was created by Tony Isabella and Trevor von Eeden and first appeared in Black Lightning #1.
