Synopsis for "Lights Out, Part II of III: War and Peace"

The Teen Titans have converged on the steps of the Philadelphia Institute where Dr. Light has defeated Green Arrow and issued an open challenge to them. Almost immediately he cuts loose with a blinding burst of light that keeps the Titans at bay.

Now that he is unfettered by the magic that kept him addle-brained for so many years, Dr. Light can use his powers towards their full extent. He can even siphon away Superboy's heat vision and repel the mystical light that coats Wonder Girl's lasso. He then fires a bolt of light into Kid Flash's weak knee crippling him. Raven tries to attack him, but Dr. Light's internal hate is too much for her to handle at once.

Suddenly, Hawk and Dove appear on the scene. But this is a new Hawk – Holly, Dawn Granger's sister who was raised in England. Hawk and Dove attack Dr. Light but he repels them as easily as he did the other Titans.

Suddenly, the Teen Titan reserves show up to lend a hand – all of them.
