Synopsis for "The Victim Syndicate, Part Two: Payback"

Stephanie Brown, Cassandra Cain, Harper Row, and Basil Karlo sneak into the gala’s garage to get a closer look at Luke Fox’s flying car. As they approach, the vehicle activates, and pieces of Batwing’s suit eject, assembling around Luke as he leaps off the building, fully suited.

Meanwhile, Batman and the team engage the Victim Syndicate, but their attempts to fight are thwarted by strange abilities. Mr. Noxious poisons Spoiler, The Mute silences Batman, and First Victim addresses the crowd, claiming they fight for the innocent victims harmed by Gotham’s costumed vigilantes.

Batwing manages to cut the Syndicate’s broadcast feed and disables First Victim’s shield long enough for Batman to attack. Orphan defeats Mr. Noxious, and Batwoman subdues The Mute. As Basil and Harper evacuate Spoiler, they are met by Mudface, who confronts Basil.

Madame Crow paralyzes Batman with an injection and releases an anti-fear toxin on the armed officers at the gala. Stripped of their inhibitions, the officers begin shooting indiscriminately, injuring innocent bystanders in the chaos. Amid the confusion, the Victim Syndicate escapes.

Back at the Belfry, Batman, Batwoman, and Luke Fox investigate the origins of the Victim Syndicate. While they have no information on the First Victim, they learn that The Mute was exposed to Joker’s laughing gas, requiring a tracheotomy to survive. Madame Crow was one of Scarecrow’s students and subjected to horrific experiments as one of his first test subjects. Mr. Noxious was briefly under Poison Ivy’s control, leaving him toxic to anyone nearby. Mudface is Glory Griffin, a production assistant on Basil Karlo’s final film, who was exposed to the same chemicals that transformed Basil into Clayface.

Batman visits Spoiler at the Thompkins Free Clinic to check on her recovery, but Dr. Leslie Thompkins prevents him from seeing her. Frustrated, Leslie admonishes Batman for repeatedly putting young people in harm’s way.

The First Victim appears in Stephanie’s room, ominously stating that it’s time for a conversation.
