Delilah Inaego, aka Deluge, is Jackson Hyde's older half-sister,[1] the daughter of Lucia Hyde and her ex-husband Ellec Inaego. She was a member of the Xebelian Liberation Front but became disillusioned with the group and is now an ally of the Aquaman Family.
History
Delilah is the daughter of Aqualad's mother Lucia and her former husband Ellec Inaego. Her parents hoped to change Xebel's militaristic society and end the conscription of children into the Xebelian Guard, but while Ellec tried to achieve this through peaceful means, Lucia and others turned to violence. The campaign of terrorism eventually forced the military to end conscription, but horrified Ellec and deligitimised the anti-military movement. A few months later, conscription began again and Lucia left the city and her family, and Delilah would harbour feelings of bitterness towards her for years.
Delilah loved and respected Ellec, who taught her that people who left Xebel rather than trying to fix it were weak; she grew up loving her country despite its many flaws and wanted to save it. Ellec died when Delilah was a child, and from then on she was raised by her "second mother" Meeka.[2] Unbeknownst to Ellec or Delilah, Meeka was in fact responsible for many of the killings which Lucia had been blamed for.[3] Delilah hoped that Lucia would come to Ellec's funeral, but didn't see her there. In fact Lucia was present but in disguise and did not approach her.
When she grew up, Delilah became part of Meeka's Xebelian Liberation Front, a dissident group that tried to continue Ellec's work. She also learned that she had a brother, Jackson Hyde, Lucia's son by the notorious Black Manta and Aquaman's apprentice. She believed he would be instrumental to saving Xebel and convinced Meeka to bring him to Xebel.[2] The Front planted bombs in Atlantis and doctored security images to show Jackson planting them, then Delilah attacked him in disguise and detonated the bombs. As she expected, the Atlanteans immediately turned on Jackson, forcing him to flee the city.[4][5]
She then went up to the surface to confront Lucia, but by the time she got there Lucia was being taken into custody by members of the Atlantean Guard. Delilah chased the Guard's vehicle and Lucia noticed her out of the window, and leaped out of the vehicle after her. Delilah ran away but Lucia realised she was involved.[5]
Jackson fled to Titans Tower West, but Delilah tracked him down and attacked him again, trying to goad him into unleashing his anger. Lucia followed them both to the Tower and in the fight Delilah's helmet was knocked off. Jackson noticed the resemblance between the three of them and Lucia admitted that Delilah was his sister.[1] Lucia and Jackson agreed to go with Delilah to Xebel and she took them to her father's grave, telling Jackson that Lucia did not come to Ellec's funeral, much to his shock. They were attacked by members of the Xebelian Liberation Front, and Jackson was hit by a concussion grenade that made him temporarily deaf. Delilah convinced them to stand down but Jackson believed she was being attacked and kept fighting despite her asking him to stop. One of the rebels knocked him unconscious despite Delilah telling them not to hurt him, and she punched him in return. They took Jackson and Lucia to the Front's headquarters, where Meeka and Delilah told Jackson what she believed was the truth about about Lucia's past and showed him many images of Lucia killing Xebelian soldiers which Delilah did not know were faked. With his faith in his mother shattered, Jackson walked out, saying he wanted nothing to do with any of them.[2]
Delilah invited Jackson to stay with her and he begrudgingly agreed. Delilah tried to convince him that he could do more good in Xebel than as Aquaman's sidekick on the surface, and the two foiled a hijacking together, saving a busload of children in the process. That evening, someone attempted to break in to Delilah's apartment, which turned out to be Lucia. She was carrying an encrypted drive she stole from the Front. The drive contained proof that the images of Lucia were faked, as well as plans to attack the upcoming reunification conference between Xebel and Atlantis. Delilah was devastated that Meeka had lied to her and horrified that she would do something that would kill so many innocent people.[3]
Jackson said that the three of them would need to stop the attack, and gave them five minutes to prepare. Before they left, Delilah asked Lucia if she really was innocent of all the murders. Lucia admitted to the first but denied the others, and told Delilah that if she wanted to be Jackson's sister she would need to give him a reason to trust her. The three of them went to the hall where the building was being held and Delilah fought her way to the central hall, where Meeka was holding the hostages. She pleaded with Meeka to let them go but she refused. This provided the distraction necessary for Jackson and Lucia to break in through the roof and they freed the hostages, but Lucia was critically injured. Jackson blamed himself and pushed away everybody who tried to help him, including Delilah.[6]
