Bitter Ruth was a member of the Doomslayers.
History
The Doomslayers went on a violent rampage throughout the Midwest. Bitter Ruth had a toxic halo which she used to constrain and choke numerous people, including Bloomfield's resident defender Emerald Don.
In the town of Bloomfield, they were stopped by Superman and Diode the Invincible. Ruth's toxic halo was evaporated by Superman's super-speed and she was easily taken down.
