Synopsis for "City of Light, Chapter 7"
Purge takes Angela Styles to the room where Evan Slate is holding Rahn, who has rejected his idea for a completely pure Neo Gotham as soulless. Slate tells Angela he needs her more than ever, and when she tells him to go to Hell, she becomes a hostage too.
The police surround Slate Tower One and demand the release of Detectives Montoya and Allen, who live out their worst fears as Montoya's chamber pushes her outside until she is dangling stories above the ground and Allen's becomes smaller and smaller. Batgirl saves Montoya from falling, and Batman breaks through to Allen.
Purge leaves Slate with Rahn and Angela. He destroys a police helicopter. Commissioner Akins gives the order to light the Bat-Signal, which outrages Slate. He declares that his city will live as Purge uses his suit's connection to Slate Tower One to boost his power.
