Barbara Gordon is the daughter of James Gordon.
History
One day she was kidnapped by the Birthday Boy, a hired goon sent by Mayor Oswald Cobblepot to try to stop Gordon and his partner Harvey Bullock from looking at the files from the Wayne's murder, which was taken by Bullock using Gordon's name. Barbara managed to fight off her captor in till Batman and her father arrived. After the capture of Birthday Boy she was brought home by her father.
After the defeat and death of Mayor Cobblepot, Barbara became inspired to draw a female costume similar to Batman's costume.[1]
Six months later, her father stated that his daughter was studying computer science at Berkley.[2] About one month after that, she returned to Gotham to greet her father, stating that she wanted to hear more about the Batman. At some point after that, she began wearing a costume based on her drawings and acting as a member of the Outsiders.[3]

- Hand-to-Hand Combat (Basic): We didn't see Barbara fighting with fists, but we saw a lot of martial arts books around Barbara that she could use to learn the basics of hand-to-hand combat.
Notes
- Barbara Gordon/Batgirl was created by Gardner Fox and Carmine Infantino, first appearing in Detective Comics #359. However, the Earth-1 version of Barbara Gordon/Batgirl first appeared in Batman: Earth One #1 by Geoff Johns and Gary Frank.
