Bangkok district seals

The Thai government seals that past discussions have agreed are under the Public Domain were deemed to be so because they were prescribed by legislation (e.g. [1] for the provincial seals), and as such were not protected by copyright; of designs old enough for their copyright to have expired, or both. Neither seems to be evident for these seals or logos of the districts of Bangkok.

I initially thought that all seals of any given Thai government agency are subjected to public domain (due to template:PD-TH-exempt. However, I’m no legal expert, these may not be eligible to republish under the public domain. Your reasons make sense. Moreover, it’s true that there is no formal words given regarding these seals, they were more likely to be made by each district offices’ personnels without any official sense. The Thai government seals that past discussions have agreed are under the Public Domain were deemed to be so because they were prescribed by legislation, and as such were not protected by copyright; of designs old enough for their copyright to have expired; or both. Neither applies for these municipality seals, and Thai government bodies retain copyright over work created under their employment. See also the previous discussion above.
