We aren't sure if the original artists have agreed to freely license it or give the licensing rights to COD though. Should we give it the benefit over the doubt? Permission for these files is in the form of a PDF file on somebody's Google Drive, presumably that of the uploader. Commons:Deletion requests/Files in Category:Photography concluded in 2023 that the text they were using was unsuitable for Commons for including this clause:

[name] reserves the right to prevent this photo from being used in violation of the law-in particular, for defamation, humiliation of honor and dignity, violation of the rules of use of trademarks, violation of the right to protection of a citizen’s image, etc.

I don't know if this is a situation where we reject the licence because the photographer phrased their statement with restrictions which would limit its reuse, or one where we ignore their restrictions and host the image without them, because saying the magic words "CC-BY licence" means that they can't put further restrictions on that, even if they didn't realise this. (I also don't know whether a handwritten signature on a PDF file is considered sufficient by Commons for confirming a person's permission.)

Commons:Volunteer Response Team#Email message template for release of rights to a file suggests a suitable wording for such release statements.
