As it has been mentioned by some users in the article's revision history and also on the talk page of the article about this pandemic on the Turkish Wikipedia, this file does not seem to be an actual representation of the confirmed or suspected cases in Turkey and gives rise to misinformation. Attempts by me and other users to remove this map did not work as one user keeps putting it back on the article. The Commons, however, should not host files that do not contain accurate information.
