In 2004, when I saw for the fist time "Crime and Witch Demeanors", in english, I remember after Barbas lost the Trial, he shows the Tribunal some scenes where Phoebe uses her powers for personal gain. And that was the reason the Tribunal took Phoebe's power from her.
This doesn't happen in that episode either, and I have this season on DVD. What you saw with this show in syndication is what you get on the DVDs, except for maybe the music being swapped out.
What does happen is this:
Barbas: Oh, no. Wait, wait, wait, wait, wait. Now just because I'm the one who set this whole thing up does not necessarily mean that I am not right. The Charmed Ones are reckless with magic.
Paige: Oh, please.
Barbas: You've seen it, I've seen it, we've all seen it time after time, and it doesn't even include what got them into this whole mess in the first place.
Phoebe: Uh, I think that would be you.
Barbas: Ah, Phoebe, that would be you, with your ongoing zeal to force your premonitions, to short-circuit the process, take the easy way, and for what? Each and every time, it was for personal gain. I don't know, but it just seems to me like selfish behavior like that, there's got to be some consequences, or, well... what's the point?
(The tribunal look at each other.)
Crill: Phoebe will be stripped of her powers.
Phoebe: What?
Adair: Just your active powers. Empathy, premonitions.
Thrask: Levitation.
Adair: You can earn them back, but only if you're more careful with your powers.
Aramis: If you're all more careful.
Barbas doesn't actually show any further scenes of Phoebe misusing her powers for personal gain; he just verbally points it out.
