Ronald Marshall was a billionaire and developer who hosted a golf tournament for the homeless.

While campaigning against a contract acquired by billionaire socialite Marshall to build an upscale sports complex including a driving range and tennis courts, Marshall hired hitman Deadshot to assassinate Teresa Williams as a means of keeping her out of the way. To cover the murder up, the billionaire supported the rumors saying that Williams died from gang fire and promised to name the modest mission center that he planned to add to is sports complex as aid for the homeless in her honor.
Bruce Wayne attends a charity golf tournament for the homeless being held by Marshall, where both billionaires discuss the mysterious death of Williams, who had opposed some of Marshall's plans. During the tournament, Wayne secretly takes Marshall's PDA device.
Batman meets with Detective Crispus Allen who tells him that Deadshot's hit is not until another couple of days and that the GCPD have put a 24-hour watch on Gordon. Because the GCPD can't cover every window and rooftop, Batman offers his help. Allen says that the GCPD and Gotham City has never dealt with anyone like Deadshot before, but Batman mentions that they have before. Tossing Allen Marshall's PDA, he mentions that there is a mailing account that links to an encrypted wire transmission exactly one week before Williams' assassination and tells him to turn it on before flying off to watch over Gordon.
Finally captured, Deadshot reveals that the target has been Batman all along and that he was just doing his job. Bruce finally knocks him out and hands him over to the GCPD, who then take him to prison, along with a convicted Ronald Marshall who is implicated in at least one of the assassinations.
