This area is a secret series of interconnected chambers attached to the Sewers (Temple District). The complex is used by the mage Mekrath - a wizard dedicated to his craft, who seems to be studying the elemental planes. Surrounded by mephits from various elemental origins to aid in his quest for knowledge. The area has a library, bed chambers, a strange chapel, storage rooms with provisions and materials, and some laboratory facilities.
The collective area contains books, scrolls, coin and various other treasure - and as long as you don't hinder Merkrath's progress he will not punish you for taking some of it. Anything of value to him he has warded magically anyway. That does not mean that other creatures in the area will not be hostile and attack the party, because they will.
This area is best explored when the party has accepted the Free Haer'Dalis from Imprisonment by Mekrath quest. Doing the quest and visiting Mekrath's Laboratory with the quest properly initiated will make better sense and have improved story/roleplaying flow and journal entries.

Installing Sword Coast Stratagems mod revises the SPWNMON.bcs file that generates creatures based on the game difficulty setting, rather than just the party leaders experience level. Basically, it looks at both XP and game difficulty to determine what spawned creatures will be placed by the proximity trigger. Suffice to say, it is much more likely that the maximum difficulty level spawns in the unmodified game will be present for a visiting party even if party XP is only moderate. So, expect the highest spawn challenge with SCS installed.
SCS revises all the creatures in the game to some extent, especially with smarter scripts. The Yuan-ti mages are a real eye opener for those not accustomed to facing SCS mages. Be advised, they are legit Level 14 spell casters, and thus are quite the challenge. Your party will be facing three of these most likely all at once. These creatures will do a much better job seeking out the party and pursing it. For example - Just launching a cloudkill into their spawn chamber will probably not be the final action needed to win the encounter, as they are scripted to chase down the party. Think through your tactics carefully.
