High Watcher Oisig is a priest of Helm who is first encountered during the Shadows of Amn in Athkatla's Temple District following Gaal's spiel to some townsfolk. After a brief discussion with Gorion's Ward, he will return to the nearby Temple of Helm where he will reside for the remainder of the campaign.

He may invite Gorion's Ward to Investigate and Destroy the Cult of the Eyeless, depending on the Ward's alignment (neutral and non-evil).
In Chapter Six the party can ask the High Watcher for assistance with the planned battle to destroy the vampire coven and Bodhi.
