Terry is a worker for the local mafia, and he often does illegal surgery. despite being Carl's cousin, he wouldn't hesitate to kill him if he is in debt with him. Dr. Weird sold Steve's brain to him so he could get money. He was an off-screen character, until the episode Laser Lenses. He was voiced by Vincent Pastore who is uncredited for his work.
