Wikipedia is WP:NPOV - it is not neutral. A simple example is the article on Adolf Hitler, which is not neutral about his role as an utterly evil person, because the sources overwhelmingly state that he was utterly evil. The article is NPOV. It is not neutral.

Until/if we have a source disputing Ivanishvili's role as de facto ruler of Georgia, it would be contrary to the WP:RS to describe him as "just" the founder of GD. See Bidzina Ivanishvili for the sources. Without sources disputing his de facto ruler status, the NPOV is that he is the de facto ruler. This description is NPOV.
