Your questions

for the picture, I think first of all put it back on the page immediately, that means it will not be deleted.
Then you should go to the page for the picture itself (if you look at the page history and go to the copy of the page from before the picture was removed, then you can click on the picture itself and that will take you to the picture's own page). Once you are there, you should enter a statement saying, this picture was released into the public domain, or released under the GFDL licence (the usual Wikipedia copyright licence) by its author. I'm not sure if you have to name the author or not.
I think you are meant to use one of the templates here to say what the sort of permission given to use the photo is: Wikipedia:Template_messages/Image_namespace.
For the article where an anonymous user made a mistake, just fix it. But it is better if you say on the article's discussion page why you are fixing it, and if possible you should give a source for your change (such as a book, newpaper artilce, TV report, etc). However, if you know the anon's edit was a mistake, do change it even if you can;t immediately come up with a source. If he gave a source for his change, on the other hand, then you will hav to find a source that disproves his one.

Translation request
[edit]Hello, I saw that you are a native speaker of Arabic, so I would like to ask you if you could take a look at 2003 invasion of Iraq and Iraq War. There is a featured article in Arabic which we would like to know how it could be used the English one which is of course dominated by people who have either been there as soldiers or have their knowledge from western media. Someone also asked if the section about "related propaganda and phrases" could be amplified with information about the Iraqi side.
