"Isle Bourbon" vs. "Isle de Bourbon"

An 1816 ten-centime coin from Réunion, from when it was still called Isle Bourbon

The picture of "An 1816 ten-centime coin from Réunion" clearly says it's "Isle de Bourbon", NOT "Isle Bourbon".

Might someone who knows this history care to add a few words about this difference?
