Project Rutabaga was a secret meta-trafficking operation spearheaded by Klarion in Cuba. It consisted of the activation of the Meta-Genes in abducted teenagers by using magic and then putting them under mystic control. Some of these metas were shipped off to the Orphanage,[1] while those deemed individually less useful were fused together into a Flesh Monster.[2]

It is unknown exactly when this project was initiated, but by September 8, 2018 it was already in motion. Moreover, it apparently was such a highly prioritized undertaking that Klarion could not part from it—even if only momentarily—to deal with an invading alien armada.[3]

Klarion continued the operation, activating his latest meta-teen. Disappointed with the result, he fused her into the Flesh Monster. The Outsiders arrived to stop him, later backed by Zatanna. The Outsiders distracted Klarion, but not enough to prevent Wonder Girl being fused into the Flesh Monster. However, Zatanna soon separated the Flesh Monster back into individual metas, and banished Klarion to the Tower of Fate.[2]
Powers and abilities[]
The Flesh Monster became more powerful with each meta fused into it, and grew in size considerably when it absorbed Wonder Girl.[2]
