When he wanted to avoid tracking, Israel didn't just power off his phone (or Samatha's), but also removed the battery and SIM card. In Chap. 11, agent Bell thinks Keyes was doing a smart (not just paranoid) thing. I've always thought that powering off was enough to block tracking. Have I been wrong all this time, only to learn from a serial killer that removing battery and SIM are also required?

Depending on the make and model of the phone, some phones will automatically find a connection to a hotspot or WiFi network. Therefore, to be completely sure that your phone does not ping to a tower, you will have to drain off its battery or remove the battery. It is not so easy to do that now because most phones have built in batteries. One thing is possibly true that it is not possible to hack into the camera if the phone is completely off. (less)
