Romero was the caretaker at the Hollywood Forever Cemetery, and was tasked by Hollywood Baron Isaac Abrams to prevent anything from getting out of the cemetery. For several months leading up to October 2004, the dead would rise and try to escape the cemetery to take a stroll down Hollywood Boulevard. No one knew why, but until they figured it out, they needed a "patch" on the problem, and Romero volunteered. He considered it a bonus that many of his targets were asshole celebrities. He will attempt to flirt with a female fledgling, but not a Nosferatu. If the fledgling flirts back, she will be able to sleep with him. After the sexual encounter, Romero can then on be used as a "blood doll".
Romero would occasionally get lonely, but if he left the cemetery, the dead would take advantage of his absence to try to leave. To stave off his boredom, he once called in to The Deb of Night as "Vigo," claiming to be working the late shift at the "yacht club."

- According to the PC's haven computer, Romero's email address is Romero@deadhead.vtm.
- Romero is named after George A. Romero, filmmaker behind popular zombie films Night of the Living Dead, Dawn of the Dead, and Day of the Dead, and is widely recognized as the creator of the modern zombie film.
- Also, his position as a care taker of a graveyard infested with the constantly reanimating dead is very reminiscent of the horror comedy Cemetery Man, what's more his appearance is very similar to that of the main character from that movie. His fixation on sex is also reminiscent of that film.
- Romero offers several hypotheses about the reason for the dead rising: "vampire necro-hoodoo, toxic waste, solar radiation". Vampire necro-hoodoo could describe the Necromancy seen practiced by the Giovanni later in the game; toxic rainfall causes the dead to rise in The Return of the Living Dead.
- According to Mercurio, a "good customer" of his works at the graveyard, suggesting Romero gets his arsenal from Mercurio.
