Damian, often referred to as Saint Damian by Technocrats, was the Enlightened bureaucrat most responsible for uniting the Technocratic Union. Over five years of negotiation, Damian somehow convinced seven arrogant, squabbling Conventions to agree on six core principles to unite them under one vision, now called the Precepts of Damian.
The Overhaul[]
By the 1880s the nascent Technocratic Union was in danger of breaking apart. The Declaration of the Ivory Tower that created the original Order of Reason was outmoded and more of a concept of purpose and call to arms than a carefully constructed document of meaning and goals. Damian's importance in the Great Housecleaning cannot be overstated – no one before or since has gotten all the Conventions to agree on core principles without bloodshed.

Damian's achievement may have been even more subtle and far reaching. Union researchers into Mind Procedures have realized the bureaucratic underpinning of the Precepts encourage centralization under Control, and many of the Union's Social Conditioning Procedures are based on his accomplishments.
Very little is known about Damian himself, even with his legendary status in the Union. Investigations into his life lead nowhere. The ultimate bureaucrat's ability to vanish into his own bureaucracy might be his greatest achievement of all.
