Sugai Asuka, also known as The Governor or simply Sugai, is the founder of the radicalistic State Party and the main antagonist of the Boruk franchise. Governor of the Boruk city-state, Sugai and his cabinet serve as unseen antagonists of Chapter One, though he moves into a central role after Game exposes him to Boruk's people. Sugai believes oppressors only form when a society begins to structure itself, and so manipulates Boruk's people into endless civil war, keeping them permanently disorganized. His idealism ultimately betrays him as he's torn apart by a mob of his citizens. After his death, Sugai is encountered by Akira in the Undergrowth, where takes hold of her body and throws himself onto Hunt with a pipe bomb. Game would later throw dried roots onto his parents' grave as final insult to his legacy.
The Governor's life before the events of Boruk are an fiercely guarded, though he had a deep respect and sense of fidelity to his parents before they were killed off by the Slaver to cut tariffs. Even as Hunter overpowers him in Renga, Sugai drives a sword through his throat to protect his heritage, playing dead until he can make his escape. Though determined and empathetic throughout the whole first and second Acts, Sugai begins to deteriorate after his parents' spirits are cleared by Hunt. A brain tumor destroys what little faith he had his mission and becomes a driving point for Chapter Three.
Asuka was by Hisho, and depicted as passionate, capable, and fair-minded, with an admiration of his people. Even when at the fore front of the militant Party, Sugai was beloved by Boruk's tradesmen and workers, his reforms killing off lobbyists and cooperate monopolies of resources. He pursues and taunts Hunt with ruthless efficiency. His accomplishments far outweigh those of any previo us Boruk antagonists, with the possible exception of Shuga. He made his first appearance at the end of Chapter One, jokingly offering Game’s daughter a ride home.
For the whole of the Sancta Vas Arc, Sugai directs a nameless experiment running within Sancta Vas’ walls, allowing Game’s release as to “test the waters”. He ordered Okyakusama's death and thus orchestrated the rise of the State Movement (which Hunter misnames as the Kaiki).
