The President of the Galactic Federation is a major antagonist in the science fiction adult animated comedy series Rick and Morty, serving as an overarching antagonist of Season 1, the overarching antagonist of Season 2, a major antagonist in Season 3, and an overarching antagonist of the rest of the series.

He is an unseen antagonist in "Pilot" and "Auto Erotic Assimilation", the unseen overarching antagonist of "Mortynight Run" and "The Wedding Squanchers", the main antagonist of "The Rickshank Rickdemption", and the posthumous overarching antagonist of "Star Mort Rickturn of the Jerri". As his name suggests, he was the head of state of the Galactic Federation, ruling over its territories with an iron fist until his death.

He is voiced by Maurice LaMarche.

  • Upon being informed of the economy's collapse, the President tries to instigate martial law upon its territories, only for this to cause an argument within his Cabinet over who's paying them now. After this, he commits suicide in a cowardly manner, which lets his system fall into anarchy. While some also commit suicide, others attack each other and cause a global chaos due to its chain effect. After this, many Gromflomites are forced to work in cheap labor to survive. Some even resort to cannibalism, making him posthumously responsible for this.

  • Has taken over thousands of planets and assimilated over a quintillion of residents in these occupied areas.
  • He arrested and imprisons thousands if not millions of beings across the universe, keeping them chained to a wall with no privacy or ability to stretch around.
  • He has Tammy seduce and manipulate Birdperson (who hasn't committed any crimes or done anything) in order to have a wedding so they can lure in Rick Sanchez. He has Tammy and multiple soldiers perform a massacre at the wedding, killing countless innocent people. Tammy also shoots Birdperson, making him responsible for this and causing Birdperson to catatonically die and being turned into a cyborg.
  • According to Rick, he would horrifically torture his family in order to spill the whereabouts of his location.
  • In order to scope out any hiding places for Rick Sanchez and his family, he colonizes 6,048 planets, with the exception of three that all have deformities. This includes Earth where he places martial law on it's citizens, letting the Gromflomites treat them like lower class citizens by enslaving them with homicidal robots and pay them in food pills.
    • His system of economy is extremely hypocritical. This is evident when Jerry received what appeared to be free drugs, but they later charged him 7000 credits for the medication and made him work. Before it was eventually disclosed that their official currency is actually the blemflarck, it was later found that they only paid their staff in pills, technically indicating that Jerry could never pay off that debt to them. Given that he received numerous awards for exceptional performance without ever learning what his actual job entailed, it may have only been done to keep him occupied.
  • The treatment of the Gromflomites to the humans was oppressive to say the least. This is first shown when Mr. Goldenfold is being bullied by two soldiers who are throwing his hat around to toy with him. To make matters even worse, however, they broadcast private memories of people they abducted as entertainment on TV then erase their memories. They also turn humans into ice cubes using "Shape Optimization". The Gromflomites also regularly break into citizens' homes with no consequence.

  • Sent his agent Cornvelius Daniel to enter Rick's mind in order to obtain the portal formula, which forced him to relive his traumatic memory of watching Rick Prime gruesomely murder his family. After thinking he got the information he needed, he leaves Rick's brain to rot.
  • He is posthumously responsible for any crimes the New Galactic Federation has committed, which include destroying multiple planets and using Birdperson as a slave to fight Rick.

Why He Doesn't Stand Out?[]

  • Although he is the Galactic Federation's president, it is unclear exactly how much of a hand in the Galactic Federation's affairs making whatever crimes he committed remain mostly ambiguous since most onscreen were done by lower ranked Gromflomites, preventing him from meeting the baseline.
  • Due to his minimal screentime, he ultimately lacks enough characterization to be considered NPE or PE.
  • His death of committing suicide is played for black comedy.
