Mister Tull, nicknamed Dull Tull by Kris Hathaway, is an agent of the secret military organization Project Rising Spirit. He is tasked with hunting down Peter Stanchek, a young mental hospital runaway with incredible Psiot powers. Stanchek repeatedly brainwipes Tull, leading him to have almost no personality.
