Tsugumi is Hiroshi's daughter. According to Hiroshi, she had dreamed of joining SKIP since childhood. However, as she grew older, she began to develop her own interests and aspirations.
At a career experience event in Hoshimoto City, Tsugumi was chosen as a trainee reporter for TTU out of 500 applicants. Despite her achievement, Tsugumi, being naturally introverted, struggled with public speaking. During her first assignment at a pastry shop, she was so nervous that she stumbled over her words and made critical mistakes, leaving her feeling apologetic toward the team. Sensing her distress, lead reporter Akari Inui asked if there was someone Tsugumi especially wanted to interview. Embarrassed, Tsugumi admitted that she hoped to interview Ultraman Arc.
After seeing Tsugumi on TV, Hiroshi became deeply concerned about her performance. As a father, he felt a quiet sense of loneliness as he watched his children grow up. At noon, Hiroshi couldn’t resist visiting the interview site, quietly observing Tsugumi and the others as they reported from the rice cracker store. After forgetting his wallet, Yuma followed him and came to understand just how much Hiroshi cared about his daughter’s feelings. Just before they left, Tsugumi seemed to notice her father's presence.
The next day, Tsugumi, Inui, and the TTU on-site team visited a crepe shop in Okami Town. During the interview, a flying Gomess suddenly appeared nearby, causing panic among the crowd. The GDF, which had been monitoring the creature, revealed that this flying Gomess was actually a simulacrum of a space creature. SKIP quickly arrived to assist with the evacuation of local residents. Amid the chaos, Hiroshi encountered Tsugumi at the scene. When the Gomos attacked a nearby tower, causing it to collapse, Hiroshi rushed to protect his daughter. In a critical moment, Yuma transformed into Ultraman Arc and saved both Hiroshi and Tsugumi before engaging in an intense battle with the creature.
With the support of the citizens, Ultraman Arc was able to defeat the space life form, Supekkio, which had taken the form of a Gomess. After the battle, Arc approached the SKIP team, and Tsugumi, inspired by her father's courage and Arc's heroism, overcame her stage fright. Stepping confidently in front of the camera, she delivered a heartfelt message to the audience.
"Arc is a great hero. But it takes more than heroes to protect peace. We all have to find out what we can do on our own and then work together, What I can do... and what you can do... are probably different. But I believe that finding out what those things are will lead to peace."

Later, Tsugumi met her father again, and Hiroshi praised her smooth performance, commenting that she didn’t stutter. Tsugumi smiled and replied, "You were watching." Just then, Inui’s shout interrupted their conversation. Tsugumi quickly said goodbye to her father before rushing off.
