In Rise of the Teenage Mutant Ninja Turtles, the Council of Heads is a group of stone head Yōkai who are the ruling authorities of the Hidden City.

Organization[]

The Council of Heads consists of three members; a masculine councilor on the right, another masculine councilor in the center, and a feminine councilor on the left.

The Council of Heads has administered the Hidden City for centuries and it dictates overall what happens in it.[1] It has been described as "the rather bureaucratic government of the Hidden City" by Rise of the TMNT executive producer Ant Ward.[2] The Council of Heads are among the most ancient Yōkai in existence.[3]

History[]

The Council of Heads debuted in Baron Draxum's flashback in "End Game" that depicted a time, among others, Draxum tried to convince them that a prophecy declared that humans pose a threat to the Yōkai. They rejected his assessment and ordered him to discontinue his mutation experiments. Draxum departed in anger and they sent Agent 64 to survey him as they were mistrustful that he would heed their demand.

The Council of Heads reappeared in "Repairin' the Baron" following the events of "Many Unhappy Returns". They condemned Draxum for attacking humans, and they sent Yōkai bounty hunters Garm and Freki to take Draxum into custody so he could stand trial, in return, excusing them from criminal conviction for aiding Draxum. From this point on, Draxum was a wanted fugitive in the Hidden City.

Trivia[]

  • The Council of Heads councilors are voiced by Peter Cullen, Frank Welker, and Susan Blu, perhaps best known for voicing Optimus Prime, Megatron, and Arcee, respectively, in the Transformers franchise.
    • Cullen's speaking appearance is also a rare case of him voice-acting in a non-Transformers production in the 2010s; since 2007, the actor primarily only voices Optimus Prime in his present-day career.
  • The council members are referred to as "Mighty Heads" by Garm and Freki in "Repairin' the Baron".
