Effect
Each attack on a creature has a 5% / 10% / 11% chance to trigger and deal 5% of its maximum Hit Points as Ice Damage once.
Notes
Damage is limited to 2 times the character's level (applied before resistances). Since the elemental damage charms are applied on top of the creature's elemental resistances, the Freeze charm is recommended for creatures that are weak to Ice Damage.
