Harriet Kipps was a retiree from 25th century Earth. She was one of the people who used Percy Closed's agency to go to early 20th century Nutchurch for their retirement. Harriet smuggled an anti-gravity belt with her from the future. She used it some nights to view London from the air. When Percy found out about it, he confiscated the belt. She later helped the Fourth Doctor and Romana II stop Zodaal from destroying the Earth. During the fighting, she fell in love with Colonel George Radlett and decided to marry him afterward.
