This sound effect can be found on the Rocky and Bullwinkle and Friends Sound Effects Library, which was made by Sound Ideas. It's often referred to as the "Count von Count Thunderclap," due to it frequently being used with Count von Count on Sesame Street in the 1970s. It was originally created for the now-defunct Standard Sound Effects library sometime in the 1930s.
