It was originally a Skywalker Sound sound effect, created by Ben Burtt and debuted in Star Wars Episode IV: A New Hope in 1977. Frank Serafine created a version of it (GUN, LASER - LASER GUN: SINGLE SHOT 01) containing Ben Burtt's original sound element.
