Masato Kusaka is an anti-hero turned anti-villain and the tritagonist of Kamen Rider 555, he's a member of the Ryusei School and is able to wear the Kaixa Gear without disassembling it, and was the main wearer of the gear as Kamen Rider Kaixa.
Kusaka is a very problematic person. Kusaka was forced to live in an orphanage, where he was constantly bullied by others, and due to Smart Brain's cruel actions, he developed a kind of psychotic personality. He harbored a fierce hatred towards Orphnochs, and was convinced that they would eventually become a threat to humanity, so he made it his mission to become their executioner.
Basically, Kusaka behaves politely towards everyone, except for Takumi. However, this is just a facade to hide his true nature as a selfish, spiteful, vindictive, and skilled manipulator, and he is trying to get Mari to become his own with those around him like Takumi and Kiba. Kusaka have no hesitation in driving a wedge. This is to the extent that he sometimes puts Takumi in potentially life-threatening situations without caring if he causes someone to die.
Kusaka participates in any exercise routine to test his stamina, often lapping his palms before and after his workouts. The reason for this habit is due to the trauma of being attacked by Smart Brain along with his students and being killed himself after Mari's blood got on his hands.
Despite his extremely cruel attitude towards Orphnoch, Kusaka is shown to be able to care for others to some extent, albeit moderately in a kind of perverse way. Kusaka clearly states that Mari is her mother, whom she has always admired since she was a child, and is very protective of her and has a sense of revenge against those who hurt her.
Apart from Mari, Kusaka shows a certain level of kindness due to the time he has spent with Keitaro and the Ryusei students. Additionally, even though Kusaka knows that Hanagata's true identity is the goat Orphnoch, he feels conflicted about killing his father and the man he adores, and he clearly feels his sadness when he actually dies.
Although Kusaka was far from a noble man, he did have some sense of ethics, at least when it came to his role as protector of humanity.
