The power to steal the motion or momentum from objects or people to reduce their speed or even virtually stop them. Opposite of Speed Sharing.

Wally West (DC Comics)

Godspeed (DC Comics) siphoning the Flash's speed using a gauntlet he git from an unnamed speedster, capable of collecting samples of Speed Force from other speedsters, as well as allow him to enter and exit the Speed Force at will.

Harry Wells (Arrowverse) invented the Speed Force Transmitter that steals a speedsters speed and transfers the speed force into it vial.

Barry Allen from Earth-90 (Arrowverse) steals the speed of his Earth-1 Counterpart to stop him sacrificing his life, choosing to take his place.

He is then killed by Antimatter while saving the last remaining Earth in the Multiverse.

Godspeed (The Flash) is able to channel his vibrational energy in order to generate powerful sonic booms able to repel or hold down his opponents from either his hands or chest. He is also able to use it to steal the speed from other speedsters in order to bolster his own.
