Anime/Manga/Manhwa[]
Tatsumi Oga (Beelzebub) is the toughest delinquent in Ishiyama Highschool, a school made up almost entirely of delinquents.
In his younger days, Yami Sukehiro (Black Clover) was somewhat of a delinquent as he frequently beat the crap out of anyone who targeted him for bullying and discrimination due to his status as a foreigner in the Clover Kingdom or for his unique Dark Magic abilities.
In his youth, Jotaro Kujo (JoJo's Bizarre Adventure Part III: Stardust Crusaders) was famously known for starting off as a delinquent, getting into fights, smoking, dine and dashing, and being violent with his teachers.
Josuke Higashikata (JoJo's Bizarre Adventure Part IV: Diamond is Unbreakable) redefine and popularized the delinquent archetype with his inception thanks to his creator, Hirohiki Araki, seeing real-life Japanese delinquents for who they really are and changed their public reception by basing Josuke around a deeper understanding of their positive traits.
Ted (Konjiki no Gash Bell!) was forced to harden himself while growing up as a street orphan and soon gained a reputation as a hot-blooded delinquent who would pick fights whenever possible.
Before becoming a Great General, Kan Ki (Kingdom) was one of the most fearless delinquents of his generation as he possessed brutal ruthlessness far beyond his young age and later united three infamous rival bandit clans single-handily.
Ri Shin (Kingdom) was an infamous delinquent and troublemaker in his youth as he regularly beat up anyone that ticked him off or made fun of him due to his status as a slave.
Throughout his youth and now days as a pirate, Monkey D. Luffy (One Piece) has developed a worldwide reputation for causing trouble.
Ranna Himawari (Rokudou no Onna-tachi) is a delinquent feared by all, thanks to her inhuman strength and intimidating aura.
In his youth and career as an Adventurer, Seo Moonyeob (The Esper's Game/Superhuman Battlefield) was a delinquent amongst his peers due to his outlandish thinking, thuggish attitude towards anyone that annoyed or ticked him off, and ruthlessness.
Infamous throughout the central plains, Lee Jaha (Return of the Mad Demon) is a delinquent amongst martial artists as he kills anyone that angers him, greatly enjoys making fun anyone with his wit, and regularly gets into fights for the simplest reasons.
In his youth, Musashi Miyamoto (Vagabond) was infamous for causing trouble to the point he was called a "Devil child".
Yusuke Urameshi (Yu Yu Hakusho) is known for his tendency to skip school and reputation as a street fighter, which leads to the point of being hated by most of his teachers and being feared by most of his fellow students.
While he isn't as much of a delinquent as Yusuke, Kazuma Kuwabara (Yu Yu Hakusho) does his fair share of street-fighting and skipping classes.

Deuce Spade (Disney: Twisted-Wonderland) is a former delinquent. In high school, he is making active effort to improve himself and shed this image.
Shinjiro Aragaki (Persona 3) is typically considered a delinquent due to his loner personality and tendency to skip class.
Despite his kind nature, Kanji Tatsumi's (Persona 4) desperation to prove his masculinity resulted in him becoming a delinquent, being rude to others and often getting in street fights.
Due to being falsely accused of assault, Ren Amamiya (Persona 5) was wrongly labeled as a delinquent.
