Welbems Island is a non-canon island in the North Blue where Hakugan lived prior to joining the Heart Pirates.[1]
After being conquered by the Nagels Pirates, the North side of the island is ruled by Nagels' self-named kingdom.

Welbems Island is split into two halves, the North and South. After the Nagels Pirates attacked and conquered the North side, Nagels established a kingdom there, which he ruled with an iron fist; despite attempts to similarly conquer the South, he was unable to do so.
The island has a warm climate, with long springs and summers, and is known as one of the most comfortable places to live in the North Blue.

Nagels Kingdom[]
The Nagels Kingdom (ナーゲルス王国, Nāgerusu Ōkoku?), ruled by King Nagels, makes up the North half of Welbems Island, after the Nagels Pirates conquered it two years before the events of One Piece novel Law: The Hour of Kikoku.
The citizens of Nagels' kingdom are treated extremely poorly, forcing everyone over the age of six to work every day for 12 hours and exporting the minerals and agricultural products they produced. He hoards the sale money for himself, leaving the kingdom extremely poor and the citizens starving and unhealthy.
Hakkuro Village[]
Hakkuro Village (ハックロ村, Hakkuro-mura?) is a village in the South side of Welbems Island. It acts as the unifying force of the southern villages in fending off the Nagels Pirates' raids.
It is Hakugan and his family's hometown.

Wildlife[]
Various wildlife lives on Welbems Island. These include sea lions, which live alongside the island's coast, and monitor lizards, hippos, and crocodiles in the island's forests and rivers.

About two years before the events of One Piece novel Law: The Hour of Kikoku, the North half of Welbems Island was raided by the Nagels Pirates, led by Nagels. In less than three months, they completely conquered the region, and Nagels founded a kingdom, named after himself, and ruled over it.
After having established his kingdom, Nagels attempted a multiple of raids against the South part of the island, attempting to gain control over it as well. However, due to the concentrated effort of Hakkuro Village and its neighbours, his forces were always repelled.[1]
A few days before the events of the novel, the Kalik Pirates visited Welbems Island's South side, and kidnapped a group of citizens, including Hakugan.
One Piece novel Law: The Hour of Kikoku[]
After the Kalik Pirates' were defeated by the Heart Pirates, their victims were returned to Hakkuro Village.
