Oscar provides him with an umbrella, naturally with no cover. Oscar finally consults his list and finds everything has gone according to plan - he has everything he needs for his picnic, and he ensured Telly got all wet by keeping him standing around. To Oscar's dismay, Telly is not annoyed, but rather glad at how great of a planner Oscar is.
