Revision as of 02:11, 10 April 2012
This page is for requests to have stewards grant or revoke administrator, bureaucrat, checkuser, and oversight rights on Wikimedia projects which do not have a local permissions procedure. Minimum voting requirement are listed here.
Old sections are archived. The list of archives is below.
- Requests for bot flags are handled at SRB, and requests for global permissions are handled at SRGP.
- If you are requesting adminship or bureaucratship, and your wiki has a local bureaucrat, submit your request to that user or to the relevant local request page (index).
- For urgent requests, such as to combat large-scale vandalism on a small wiki, contact a steward in the #wikimedia-stewardsconnect IRC channel. In emergencies, type
!steward
in the channel to get the attention of stewards. Otherwise, you can type@steward
for non-urgent help.
Other than requests to remove your own access or emergencies, please only make requests here after gaining the on-wiki approval of your local community.

Using this page
1. Place the following code at the bottom of the appropriate section below:
==== Username@xxproject ==== (your remarks) ~~~~
2. Fill in the values:
- domain: the wiki's URL domain (like "ex.wikipedia" or "meta.wikimedia").
- user name: the name of the user whose rights are to be changed (like "Exampleuser"). In case this is for multiple users, leave this field blank and give a list of these users in your remarks.
- discussion: a link to the local vote or discussion about the rights change (for example, "ex:Wikipedia:Requests_for_adminship#ExampleUser"). This should normally be for at least one week, but no more than three weeks (if so, you'll need to restart the process).
3. If anything is missing from your request, a steward will request more information.
Confirmation of signing confidentiality agreement
Certain permissions (notably CheckUser and Oversight) additionally require users to sign a confidentiality agreement. Users requesting these permissions must make a request below, and must also sign the confidentiality agreement with the Wikimedia Foundation. The request is placed on hold temporarily, until the receipt has been formally confirmed by the Office.

Oversight access
To request to have content oversighted, ask in #wikimedia-stewards, or email oversight-llistswikimediaorg for requests regarding English Wikipedia. This is the place to request Oversight access. Note that temporary Oversight access is not permitted and the temporary status is only used by Stewards.
- Stewards
- Do not grant Oversight access unless the user is identified to the foundation, which will be announced on the Identification noticeboard. When you give someone oversight access, list them on Oversight.

Removal of access
<translate>
- If you're requesting the removal of your own permissions, make sure you're logged in to your account. If you have multiple flags, specify which you want removed. Stewards may delay your request a short time to ensure you have time to rethink your request (see previous discussion on 24 hour delays); the rights will not be restored by stewards once they are removed.
- To request the removal of another user's permissions, you must gain consensus on the local wiki first. When there is community consensus that the user's access should be removed, provide a link to the discussion, with a brief explanation of the reason for the request, and summarize the results of discussion. However, as bureaucrats of some wikis may remove users from the administrator or bureaucrat group, please see also a separate list of these specific wikis.
- To request the removal of another user's permissions for inactivity, link to your local inactivity policy. If your site does not have inactivity policy, the global policy Admin activity review applies.
- See the instructions above for adding new requests. Please post new requests at the bottom of the section.</translate>
Swift@en.wikibooks
- Wiki: en.wikibooks.org (list 'crats •
no standard bot policy• summary • 'crats rights) - User: Swift (talk • edits • logs • UserRights • activity • CentralAuth • email • verify 2FA)
- Discussion: Per policy on inactivity Swift was nominated for de-adminship at WB:RFP having failed to meet the policy expectations of editor activity and use of the sysop bit. No response to email or talk page notification following one month. Please remove his sysop bit. Thanks. QU TalkQu 07:22, 4 April 2012 (UTC)
- I'm not seeing anything in the policy about the edits per 6 months, only about the one year thing. Snowolf How can I help? 07:25, 4 April 2012 (UTC)
- Done --FiliP ██ 07:28, 4 April 2012 (UTC)
- To answer Snowolf - usual Wikibooks policy stuff - this isn't Wikipedia so you can't expect precision!
- The two relevant sections from the policy page are in two separate paragraphs:
- "Sysops who do not meet any activity expectations (detailed below), or those who break policy, or those who abuse their powers, can be nominated for de-adminship at the Wikibooks:Requests for permissions page."
- "Administrators are expected to be active (see Sysop activity on Wikibooks). There are no hard and fast definitions on what it means to be "active" but a good guideline is to have at least 20 edits in the last year and 1 edit within the past month. Even this might not be enough, if administrator privileges have not been used (or not been used correctly) within the past year."
- The reasonable interpretation of that is that inactivity is a combination of 20 edits in the last year AND 1 edit within the last month AND some use of the sysop bit in the last year.
- Me, I don't care that much and have no problem letting Swift keep the bit forever. However, after a couple of emails and no response to the talk page I'm following normal practice of de-privileging accounts that may be at future risk of compromise due to an inactive owner. Cheers QU TalkQu 07:33, 4 April 2012 (UTC)
- As I understand it, the policy mandates automatic desysoppal without notification and need for consensus only for accounts completely inactive for one full year, which, with 11 edits during the past year, Swift is not. Now he's clearly inactive, hasn't used the tools in forever, etc., but my impression was that there was a requirement for consensus to remove for inactivity without the automatic clause ("Sysops who are especially inactive, specifically for at least one year or longer, can be removed without a consensus discussion."), which a simple notice by yourself without anybody else commenting on it clearly cannot fullfill. That said, as Dungodung clearly interprets the policy differently and has performed a desysop, it's a mute issue. Snowolf How can I help? 07:41, 4 April 2012 (UTC)
- I do think it is important actually. The smaller projects (and I'm sure this is generally true) haven't spent years and hundreds of editors contributions to writing policies that would stand up in a court of law. For this reason you do have to rely somewhat on previous interpretation of the policy instead of trying to create a new interpretation every time. In this case (and I got bored at three) you can see previous de-sysops one (...while this user was active as recently as September, they have made less than 20 edits in the past year and not used the tools in a year, fulfilling both definitions of inactivity according to the policy) and two (...the below administrators / bureaucrats have been inactive for one year or longer besides a few spare edits.) and three (...'Fewer than 20 edits in the last year, no edit in the last month. Admin tools used only once in the past year) as examples of previous application of the same policy. Two of these had one "supporter" only by the way which was me. It's pretty normal for nobody to oppose or support an inactivity de-sysop. Incidentally, we're probably going to need to tighten up a load of the policy wordings at WB simply because this issue of "intepretation" keeps coming up. Cheers QU TalkQu 08:06, 4 April 2012 (UTC)
