Vikral was a Romulan male and a Protector in Romulan Security.

In 2381, Vikral was assigned to a security office at the D'deridex Arc when Spock arrived there with the intent of visiting Donatra, who had been detained there. Vikral was unable to let Spock speak to Donatra but did say his orders were from the Office of Internal Security. A month later, when Spock was granted permission to see Donatra, Vikral and Spock found her dead in her cell. (ST - Typhon Pact novel: Rough Beasts of Empire)
