Teeko kal Lieu was a 23rd century Human man, born around reference stardate 1/70, in the 2230s. Lieu was a career Starfleet officer in the Military Operations Command, and by the 2280s he had risen to the flag officer rank of commodore, in command of the Federation starship USS Rasalgethi.

Lieu's vessel was ordered, on stardate 2/21, to lead a small fleet of vessels to intercept the USS Cooper at the Federation-Klingon Neutral Zone border, at the order of Commodore Jarv Gouthar of Starbase 14. Lieu was then assigned to lead an inquiry panel against the Cooper commanding officer, Commodore William Masefield.

Lieu's career as a command officer gave him skills at administration, leadership and diplomacy. Lieu was also knowledgeable at strategy and tactics, negotiation and law. Besides a working knowledge of computer technology, also was competent as an astro-navigator. (FASA RPG module: Return to Axanar)
