By the 2370s decade, it was under the command of Admiral Xiaoling Sun. During his command of the base, Admiral Xiaoling helped negotiate a peace treaty with the Norlak Resurgency. (ST novel: Preserver)

In the year 2375, during a meeting with Fleet Admiral Alynna Nechayev on the USS Sovereign, Commander William T. Riker of the USS Enterprise-E cited the case of Xiaoling and the treaty with the Resurgency, which was one of the Federation's newest members, as an example for his theory of Preserver interference in Federation history.
