Doctor Bianca Wilder uses a laser scalpel on a Gorn.

A Laser scalpel is a piece of medical equipment used to make surgical cuts using laser technology. It is used by many different races.

In 2273, disgraced physician Anton Zauber prepared to conduct an open heart surgical procedure on a Zaranite along with Doctor Christine Chapel. Zauber had assumed the identity and appearance of Leonard McCoy. When his conspiracy was exposed by James T. Kirk, Spock and the real McCoy, Zauber threatened Chapel's life with a laser scalpel. Reannon Bonaventure had used a laser scalpel to commit suicide after she had been recovered from Borg assimilation by the crew of the USS Enterprise (NCC-1701-D). (TNG novel: Vendetta)

This device was used by the Tarn Empire, however the Tarn forces on Torgu-Va did not use any laser scalpels prior to 2367. (TNG novel: The Forgotten War)

When the Gorn Doctor Thak was accidentally injured by Crewman Bates in the year 2282. Doctor Bianca Wilder used a Gorn laser scalpel to heal the wounded reptilian. This laser scalpel had a biograft spray function which helped close the wound on Thak. (ST - Alien Spotlight comic: "Alien Spotlight: The Gorn")
